The ALRC’s Report on Copyright and the Digital Economy recommends a number of significant changes to Australian copyright law to meet the challenges of a complex and changing digital environment.

Does Australian copyright law need a principles based “fair use” exception to remain relevant?
Should third parties (such as cloud storage providers) who facilitate “fair uses” by others be given statutory safe harbours?
Do the existing time shifting and format shifting exceptions need to be replaced with a “private non-commercial” fair use exception?
Should the broadcasting exceptions and re-transmission rights be replaced with a more technology neutral approach?
Do the temporary reproductions exceptions need to be replaced with an ?incidental or technical use? fair use exception – to support technological advances in data mining, storage and network distribution?
Would such changes provide enough certainty to owners and users – and are they the best way to accommodate technological change, foster lawful innovation and encourage the creation of copyright works?

Professor Jill McKeough, Commissioner in charge of the ALRC’s Inquiry into Copyright and the Digital Economy will address these and many other questions considered by the ALRC in this crucial report.
